Alterations or additions where the value does not exceed fifty per cent of the value of the structure are exempt from the Alquist-Priolo requirements, so a repair kept below that line does not engage a geologic report even where the parcel sits in a mapped fault zone. How Is That Threshold Measured?
Which Makes the Scope of Work a Decision Rather Than a Consequence
Worth stating because owners treat the scope as something that emerges from the damage. Where a parcel is in a mapped zone, the scope determines whether an entire regulatory process is engaged, and that is a decision worth taking deliberately with an architect and a contractor rather than by accumulation.
None of that is a reason to under-repair a house. It is a reason to know where the line sits before the scope is finalised, because crossing it by a small margin buys a requirement that a slightly different scope would not have.
What If the Damage Genuinely Exceeds the Threshold?

The Debris Rule Still Applies
Independent of all of that. Where a demolition involves taking out a load-supporting structural member, notification to the Air District is required at least ten working days beforehand regardless of asbestos content, and a survey must be performed before work commences.
A repair that does not remove load-supporting members may sit outside the demolition requirement, and the survey obligation still bears on renovation work disturbing regulated material above the thresholds.

The Numbers That Define the Threshold
The Alquist-Priolo exemption sits at 50 per cent of the structure's value, under Public Resources Code section 2621 and following. Assembly Bill 1046, approved 13 October 2023, amended sections 2621.6, 2621.7 and 2621.8 and framed the exemption by reference to appraised value.
No structure for human occupancy may be built over or within 50 feet of a known active fault trace. On the debris side, notification runs to 10 working days, or 72 hours for 4 or fewer dwelling units.
