Age Is What Decides the Survey

The Air District's guidance lists the materials that are suspect, and on housing of this era the list describes most of the building: acoustic ceilings, taping mud and joint compound, plaster, flooring and mastic, heating ducts, stucco, flue pipes, pipe lagging and roofing.

Does That Mean Testing Is Pointless Here?

The opposite. Where a finding is more likely, knowing which materials are affected and which are not is worth more, because it lets the waste stream be separated rather than classified wholesale. Untested debris must all be handled as regulated material, and on older stock that is the largest single avoidable cost in the file.

The Concession That Applies to Most of This Stock

For residential buildings of four or fewer dwelling units, the owner or operator may sample and test suspected asbestos-containing materials themselves rather than engage a certified consultant, provided appropriate safety measures are taken.

Should an Owner Actually Do Their Own Sampling?

It is permitted rather than advisable in every case, and a fire-damaged building is not a safe place to be taking samples in. The useful point is that the cheaper route exists, so cost is not a reason to skip testing altogether. Where the building is unstable, a certified consultant is the right answer regardless of what the rule allows.
