Is There Asbestos in My Building?
Only testing establishes it. Anything not wood, metal, glass, rubber or a combination of those is treated as suspect, which on older stock is most of the building.
Can I Take the Samples Myself?
For residential buildings of four or fewer dwelling units the rule permits the owner or operator to sample and test rather than engage a certified consultant, with appropriate safety measures. On an unstable fire-damaged building that is often unwise regardless.
What Happens If I Do Not Test?
All the debris must be treated as Regulated Asbestos Containing Material and disposed of accordingly. That is the default classification rather than a penalty.
Who Has to Be Certified?
For anything above four dwelling units, a person certified by the Division of Occupational Safety and Health who has taken and passed an EPA-approved course.

How Long Before Work Can Start?
At least ten working days after a complete notification, or 72 hours for residential buildings of four or fewer units on payment of an additional fee. The period does not begin until the notification is complete.
Do the Dates on the Job Number Matter?
Considerably. They are confirmed dates rather than an estimated window, and failure to revise them by the end of the specified start date may result in a violation.
What Does Regulated Disposal Actually Cost?
A contractor working in this district will quote it against ordinary disposal for your specific building. It is the comparison that decides whether testing pays for itself, and it almost always does.

Is My Parcel in a Mapped Fault Zone?
The city holds mapping derived from the State Geologist, and the natural hazard disclosure you received when you bought identifies it. Check your own file first.
Do I Need a Geologic Report?
Where the parcel is in a mapped zone and the work exceeds fifty per cent of the structure's value, the city must require one before approving the project.
Can It Be Waived?
Where the city or county geologist determines no undue hazard from surface fault rupture exists and the State Geologist approves. Once approved or waived, subsequent reports are generally not required.
Is Liquefaction the Same Question?
No. That falls under the companion Seismic Hazards Mapping Act, which covers ground failure rather than surface rupture. Both appear on the same disclosure statement.
For a Structural Engineer
Did the Framing Survive?
The question that decides which market you are in. Older dimensional lumber chars rather than failing at connections; engineered trusses and floor systems come out whole once heat reaches the connections.
Would a Repair Stay Under Fifty per Cent?
An engineer and an architect together answer it, and it matters because staying under keeps the seismic requirements out of the file where the parcel is mapped.
Is It Safe to Go In?
Not without somebody equipped to say so, and never before the fire department has released the scene.

Repair, Rebuild or Sell?
Once the debris, the ground and the structure are established, this is preference rather than analysis.
Is Speed Worth Paying For?
Depends entirely on your circumstances, and a buyer is not the right person to tell you how much your time is worth.
